Location & plans

Störmthal lies on Lake Störmthal in the south of the Leipzig Neuseenland lake district — one of the most dynamic tourism growth regions in eastern Germany. The market on this lake is proven: with the LAGOVIDA resort, an established operation already exists on Lake Störmthal, while the floating VINETA church and the Markkleeberg canoe park on the neighbouring Lake Markkleeberg (connected by canal) attract visitors all year round. The site itself lies in the newly ordered village centre of Störmthal — with Störmthal Castle and the historic village structure in view — and is 15 minutes by car from Leipzig (figure per the offering documents).

Market context, Lake Stoermthal

The decisive difference from many Neuseenland offerings: on Lake Störmthal the holiday market is not a hypothesis but an existing business — the LAGOVIDA resort already operates holiday homes, a harbour and restaurants here. A second site participates in proven demand instead of having to create it.

Demand anchors on the lake

· LAGOVIDA holiday resort (established operation on Lake Störmthal)

· VINETA & lake cruises · Markkleeberg canoe park (neighbouring lake, connected by canal)

· Highfield Festival (nationwide profile for the lake)

· 15 minutes by car to Leipzig (per the offering documents) — day and weekend tourism from the city

Sister asset

Move-in2Stay is marketing the holiday-home special zone at Kulkwitzer See in parallel (30 holiday homes, Kulkwitzer See recreation area, Leipzig-Lausen) — there the zoning plan has been legally binding since 2018; it sets no maximum number of houses (planning objective max. 30). Here in Störmthal approx. 30 units are planned, but the development rights are still in procedure. Portfolio bids covering both sites are admitted; the two sites are at different legal stages and must be assessed separately.

Analysis: risks & routes to resolution — transparent

We name the points openly — each topic comes with an assessment and a route to resolution. The corresponding documents (zoning plan, urban development agreement, site servicing plans) are in the data room.

TopicAssessmentRoute to resolution
Village-centre location, approx. 2 km from Lake Störmthal — private lake access is not part of the sale The site lies in the newly ordered village centre of Störmthal (zoning plan "Ortsmitte Störmthal"), on the same lake as the LAGOVIDA resort (approx. 2 km) — not on the waterline A deliberate distinction and an opportunity: LAGOVIDA occupies the resort and harbour position — this site positions itself as a village-centre product in the historic core (castle, village structure, the owner's ongoing village-centre development) and participates in the demand already established on the lake instead of competing for the waterline
Construction cost level of the 110 sqm homes (avg. ~110 sqm of living space per unit) Considerably more built volume per unit than in classic 60 sqm holiday homes — construction cost is the single largest lever in the calculation Serial (timber) modular construction, fixed-price general contractor and phased construction; the product positioning as family holiday homes justifies the size. Stress-test it directly in the calculator: the "construction cost per sqm" slider in the residual and total-investment calculators
Operator model vs. single-unit sales decision Both routes to value are conceivable within a special recreational use zone — the decision shapes planning, financing and exit and should be taken early Both routes are modelled above (income-value calculator = operator asset, residual value = single-unit sell-off); the decision is anchored as an early due-diligence milestone in the road map, and hybrid models (sell-off with an operator agreement) can be examined
Permitted use in a special recreational use zone (no permanent residence) Zoning-plan designation as a special zone for recreation — tourism use, not classic residential development Design the concept consistently for tourism (holiday-letting/operator agreements); it is precisely this framework that supports the per-night income logic
No effective development rights — zoning plan in a second supplementary procedure There are currently no effective development rights for the site; the adoption resolution is still outstanding. Procedural history stated openly: the first version was declared invalid by the Saxon Higher Administrative Court on 29 Feb 2024 (case no. 1 C 9/22); a second adoption resolution followed on 10 Jul 2024; by order of 15 May 2025 (case no. 1 B 65/25) the plan was partially suspended because of a noise conflict with the baroque castle. Counterweight: on 1 Aug 2025 an out-of-court settlement was reached between all parties; the second supplementary procedure was resolved on 18 Aug 2025, the third version approved on 20 Apr 2026, and the public display ran from 4 May to 2 Jun 2026 and is concluded. Acquisition is advisable subject to the condition precedent of the adoption resolution. All procedural documents, decisions and the timetable are disclosed in the data room.
Obligations under the urban development agreement The urban development agreement is available; its specific obligations and its continued validity after completion of the supplementary procedure form part of the due diligence Review as the first due-diligence step after the NDA — the agreement and the site servicing plans are held in full in the data room, so the buyer does not start from zero

Principle: the buyer does not acquire binding development rights but a project site in a live urban land-use planning procedure — with the procedural status and the full procedural history disclosed, and acquisition advisable subject to the condition precedent of the adoption resolution. All assessments indicative; the data-room documents prevail.
